§ 1730.2. Proposal Process for Adult Local Criminal Justice Facilities.

- (a) The proposal for the Adult Local Criminal Justice Facilities Construction Financing Program shall be submitted on the Adult Local Criminal Justice Facilities Construction Financing Program Proposal Form, dated July 23, 2013, attached to the Request for Proposal, Construction of Adult Local Criminal Justice Facilities, and incorporated into these regulations by reference herein. This is an interactive form to be completed by counties electronically, printed and submitted as the project proposal along with other required documents as attachments. The form can be accessed through the BSCC's website at www.bscc.ca.gov. It is also available to the public upon request directly from the BSCC's business office in Sacramento, CA.(b) Proposals shall consist of, but not be limited to, the following:(1) The original signed proposal and 16 copies of the proposal;(2) Two duplicate copies of a fully executed Board of Supervisors' resolution addressing all required points. Multiple resolutions collectively containing the necessary verbiage are acceptable;(3) One copy of a formal needs assessment study as prescribed in Section 1731 of these regulations;(4) All necessary documentation related to the funding preference criteria, as described on pages 16 through 20 of the Adult Local Criminal Justice Facilities Construction Financing Program Proposal Form, dated July 23, 2013, and incorporated into these regulations by reference herein. The form can be accessed through the BSCC's website at www.bscc.ca.gov. It is also available to the public upon request directly from the BSCC's business office in Sacramento, CA.HISTORY1. New section filed 1-9-2014 as an emergency; operative 1-9-2014 (Register 2014, No. 2). A Certificate of Compliance must be transmitted to OAL by 7-8-2014 or emergency language will be repealed by operation of law on the following day.
