§ 542. Contract Elements.

- (a) The contract between the Board and a county shall consist of standard contract requirements of the State of California as well as sufficient technical, environmental, and detailed financial information to enable the Board to evaluate the proposed project. Such information shall include, but not be limited to, the following:(1) A narrative description of the facility the county intends to construct. This description shall include costs for design and construction of the jail and a schedule for completion of design and construction.(2) A brief statement as to who will be responsible for the legal, financial, institutional, and managerial resources available to insure the completed construction of the proposed jail.(3) A financial plan which identifies the method for securing matching funds and the date these funds will be available, and cash flow projections for expenditure of state funds.(b) After thorough review of the information and the recommendation and comment of the staff, the Board shall notify the county of any deficiencies in the contract elements.HISTORY1.
